“Samopomich” and PU “Ukrainian National Agrarian Forum” on behalf of the Public Union «Agrarian Union of Ukraine», the Public Union «All-Ukrainian Agrarian Council», the All-Ukrainian Association of Villages and Town Councils, Association «Poultry Union of Ukraine», the All-Ukrainian public organization «Ukrainian Agrarian Confederation» signed a memorandum on the development of the agro-industrial complex.
The signing of this document obliges the parties to hold joint consultations and coordinate positions before submitting to the parliament bills that relate to the reform of the agrarian sector. In the end, the parties expect that the overall reforms will lead to an increase in agricultural production, rural employment, tax revenues, foreign exchange earnings, increased investment in agriculture.
In addition, the parties paid considerable attention to the issue of improving state support for the agricultural sector. So, they propose to redistribute budget funds that were not used during I-III quarters for the implementation of existing agricultural support programs in order to return the “quasi-accumulation of VAT” regime that was in effect in 2017. Also, the memorandum prescribes the clause on returning the norm on the reimbursement of value added tax on operations for the export of oilseeds outside the customs territory of Ukraine.
Other equally important areas are the development of the cooperative movement, the protection of the interests of food producers and consumers, the stabilization of the price situation in the market of mineral fertilizers, the fight against corruption at all levels of government, etc.
